PORT CLEARANCE PROCEDURE

1- The shipping agent / forwarding agent shall obtain the valid license from the Custom Department to have permission to do any operations within JPB premises.
2- SA needs to submit new vessel particular to Marine Department JPB at least 48 hours before arrival.
3- SA needs to advice pre clearance to Government Agencies as follows :-
- SA needs to submit Notice of Vessel Arrival (NOVA) together with PKP02 form (Health) 3 days before ship arrival.
- Including Custom, Immigration, Marine, Chemistry (if any), TCO, LPJ (if any), etc.
4- SA needs to submit manifest to Free Zone Authority within 24 hours of ship arrival.
5- SA needs to submit Ship Security Information 24 hours before ship arrival. The forms include ISPS 1, ISPS 2, ISPS 3, and ISPS 4.

VESSEL CLEARANCE PROCEDURE

SA needs to submit all forms for purpose of Clearance 3 hours before arrival to related government agencies as follows :-

IMMIGRATION Department
a) Notification & Declaration (Regulation 15(5)) b) IMO General Declaration (Arrival & Departure) c) IMO Crew List (Arrival & Departure) - Seaman book/passport	d) Advance Clearance - Condition of Arrival / Departure e) Declaration of Stowaway (if any) f ) Voyage Memo

HEALTH Department
a) PKP02 form ( Application for Health Clearance) b) Maritime Declaration of Health c) Application for renew DC/DEC	d) Pratique Certificate, if any pratique issued by Health, it must get approval from Fumigator. Certain form needs to submit to FUMIGATOR are Form D, Form E, Form F and Form G

CHEMISTRY - In case DG Cargo
a) Jadual Kedua Borang A ( DG Class I,II,III ) b) Gas Free & Hot Work Permit	c) Sample of Petroleum Cargo must be submitted 2 days after application of Form A.

MARINE Department
a) MSS 1 (Arrival form) b) MSS 2 (Departure form) c) Application for Marine Port Clearance d) Vessel certificate as required	e) If the vessel is tug & barge, Marine Surveyors are required to issue an Application of Towage Certificate and Towage Exemption Certificate.

CUSTOM Department
a) Ship Store Declaration	b) Last Port Clearance Certificate

The approval from each and every Government Agency must be done at least 48 hours before departure.
